Under the general direction of the VP, Development & Asset Management, the Asset & Operations Manager is responsible for the fiscal accountability, marketing development, personnel and physical plan management of the Authority’s multi-property residential portfolios. The Asset & Operations Manager works to preserve the value of the Investor Equity and the stream of investment tax credits by working with the general partners, management companies and other related individuals. The Asset & Operations Manager is expected to have an understanding of Partnership agreements, partnership structures, and related real estate issues to achieve the Authority’s Asset Management Goals.
The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
1. Keeps current on all updates and changes affecting the management and operations of FWHA’s public housing portfolio, assists in the distribution of information to Asset Management and Property Management staff.
2. Assures that third party property management firms receive clear and concise written interpretations of regulatory changes.
3. Responds to compliance-related questions from FWHA and Property Management staff.
4. Works with the VP, Development & Asset Management to develop action plans for non-compliant properties.
5. Consults with the assigned property supervisor concerning PHAS performance indicators.
6. Works with consultants to keep department informed of new policy/procedures set in place by HUD.
7. Oversees the portfolio’s performance and implements proactive strategies to resolve operational, financial and compliance problems.
8. Develops and maintains relationships with general partner/developer, clients and utilizes expertise effectively to enhance the performance of the investments.
9. Understands regional and metropolitan economic and demographic trends and keys to multifamily markets.
10. Responds to special requests for information from investor clients on a regular basis, through informal interactions and formal presentations.
11. Understands partnership structure and related real estate issues.
12. Reviews and monitors monthly and quarterly operational reports to evaluate asset performance
13. Coordinates Asset Management Operations work in accordance with established Authority policies, HUD regulation and applicable federal, state and local government regulations
