SUMMARY
Under the direction of the VP of Development and Asset Management, the Development Manager will independently
manage the real estate development process for assigned projects. The Development Manager coordinates and
implements all activities relating to project development from feasibility analysis through completion of construction. The
position involves all phases of real estate development including site recommendation/selection/control, demolition and
disposition activities, pre-development, securing public/private funding for projects (grants/loans) finance, construction
management, planning, and community outreach. The community outreach will include organizing community meetings
with the residents, community businesses, and local, state, and regional entities. The position has flexible work hours but
evening or Saturday meetings are sometimes required. This position is highly sensitive and requires
confidentiality, strong work ethic, integrity and political acumen.
GENERAL ESSENTIAL DUTIES AND RESPONSIBILITIES:
The below statements are intended to describe the general nature and scope of work being performed by this position.
This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
1. Manage feasibility studies for projects. Research and compile information for presentation to the VP,
President and the Board of Commissioners of FWHS.
2. In collaboration with the VP, identify funding sources; write grants, and complete project funding
applications.
3. Oversee all aspects of development team, building design, permitting, and construction.
4. Assess the physical condition of real estate, evaluate current/long term financial health, develop
financial projections, and make recommendations to the VP.
5. Conduct quarterly physical property inspections.
6. Communicate and work with all staff, board members, community stakeholders, financial
contributors, consultants, and local, regional, and national interested parties.
7. In collaboration with the VPs of DAM and Finance and Administration, develop and manage the
budget and schedule for the project. Track all spending and ensure project is completed within
budget and on schedule.
8. Anticipate critical issues, potential problems, risks, and present to the VP, Development &
Asset Management.
9. Establish and strengthen relationships with residents, businesses and organizations in the
community.
10. General FWHS staff/team responsibilities, to be defined by the VP, Development & Asset
Management.
11. Participate in the annual review of the Agency’s business/strategic plan.
