Job Description

The Fort Worth Transportation Authority has an immediate opening for a Procurement Project Manager. Under the general supervision of the AVP of Procurement, The incumbent will ensure oversight of procurement contracts for FWTA's TEXRail construction project and FWTA's operations and maintenance (O&M) projects to assure compliance with solicitation and contract provisions, technical considerations and all applicable federal, state and local laws.
The incumbent is a strategic interface between the project engineering teams for TEXRail for the construction and for operation and maintenance procurement activities for FWTA. This position will play a critical role in the direct management of the Positive Train Control System and other related rail project contracts. With FWTA’s operational project teams and external suppliers, the incumbent defines relevant sourcing strategies and consolidates/manages project procurement-related activities of TEXRail Construction projects and O & M procurement processes.
This position’s responsibilities include:
  • Provides on-going project management services as needed to advise and support the TEX Rail construction project. Works with the selected and designated firms for compliance and adherence to project performance for the TEX Rail contracts and projects that may include the Positive Train Control (PTC), Project Management Committee (PMC), Commuter Rail Service Operations (CRSO), IDIQ Contractors and other related construction projects.
  • Reviews all project contracts to ensure compliance with FTA Circular 4220.1F, and applicable laws, policies, grants, regulations and contract terms and conditions.
  • Supports the Contract Administration Manager for contractor performance, ensuring compliance with contract terms and conditions.
  • Prepares monthly (or as directed by AVP of Procurement) contract status reports by compiling, reviewing, and analyzing data. May present such reports to the Board of Directors and/or Management.  
  • Works with the DBE coordinator to identify potential areas for DBE enhancement (i.e. registering new DBEs to participate in upcoming procurements).
  • Works to resolve deficiencies in Procurement; identifies areas for improvement.
  • Supports procurement initiatives for small, informal and formal projects for operational and maintenance support of vehicle fleet. Works with internal project teams to develop solicitation initiatives for catalogs and blanket purchase orders for development and selection of ordering methods in designated systems for stock and non-stock/service items.    Establishes and develops inventory analysis for vehicle and fleet maintenance for stock and non-stock items. Working with the Contract Administration Manager, develops and coordinates purchasing initiatives, selecting sourcing strategies and collaborating with internal departments for procurement methods.
  • Participates in assigned Procurement special projects and initiatives, including ERP implementation, with focus on supplier database set-up and inventory/supply management for purchasing system implementation.
