Oncor’s System Protection organization is responsible for ensuring that procedures, programs, and evidence for Transmission substation specific Bulk Electric System (BES) Cyber Assets meet North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standard requirements, and are in alignment with Oncor’s overall Information Technology (IT) Security NERC CIP Compliance program.  Reporting within the System Protection organization, the Transmission CIP Implementation Program Manager (PM) is responsible for coordinating with Oncor’s IT Security NERC CIP Compliance organization, Oncor’s Reliability and Security Compliance (RSC) organization, Oncor’s Transmission Operations organizations, and other internal and external organizations as necessary to complete the roles and responsibilities listed below.   
Key Roles & Responsibilities 
Directly or through others, the incumbent:
  • Monitors drafts, revisions, and approvals of NERC CIP standards to determine applicability to Oncor’s Transmission BES Cyber Assets.
  • Suggests comments and voting recommendations to appropriate Oncor organizations concerning NERC CIP standards revisions.
  • Identifies, develops, reviews, and revises Transmission specific procedures to be used by System Protection, Transmission Operations field personnel, and other stakeholders as necessary, to meet NERC CIP standard requirements.
  • Researches and tests potential security, both cyber and physical, devices to be integrated at Oncor’s Transmission substations to improve security and management of Transmission BES Cyber Assets.
  • Provides updates and recommendations to Transmission Senior Management concerning changes to NERC CIP standards and any impacts to Transmission BES Cyber Assets, including necessary solutions, both procedural and technical, and associated costs and timelines to implement necessary solutions.
  • Represents Transmission and provides feedback to Oncor’s IT Security NERC CIP Compliance and Oncor’s Reliability and Security Compliance (RSC) organizations when revisions to shared NERC CIP policies, procedures, processes, and training are necessary, ensuring alignment across all Oncor BES Cyber Assets.
  • Ensures that Transmission Operations field personnel have the knowledge and tools to perform tasks and document evidence necessary to demonstrate compliance with NERC CIP standard requirements.  This includes communications of changes to procedures and tools, conducting Transmission specific training, attending staff meetings, and phone/email support where necessary.
  • Reviews evidence for Transmission specific BES Cyber Assets to ensure evidence is available and satisfies NERC CIP standard requirements.
  • Gathers and approves Transmission specific procedures and evidence submitted as part of Oncor’s internal quarterly and annual self-assessment process.
  • Populates NERC CIP Reliability Standard Audit Worksheets (RSAWs) for NERC CIP standard requirements specific to Transmission BES Cyber Assets. 
  • Answers NERC CIP audit Requests For Information (RFI’s) and interfaces directly with NERC CIP auditors, whether over email, phone, or in person, to demonstrate compliance of Oncor’s Transmission BES Cyber Assets.
  • Represents Oncor’s Transmission organization at security conferences and on working groups and community forums where necessary.
  • Performs all essential aspects and functions of the job as well as any other specific job requirements.
